The SureFire UE-BK is a rear cap for Scout Light WeaponLights: a socketed tailcap with no pushbutton of its own, made to take a SureFire tape switch instead.
Deleting the pushbutton is the point. With a tape switch on the handguard there is nothing left on the tailcap to press by accident.
It is machined from aerospace aluminium with a Mil-Spec Type III hard-anodised finish in black, sealed as a waterproof cap, and it carries a lock-out feature so the light can be made safe when it is stowed. The plug socket accepts a SureFire tape switch; SureFire name the ST07 for this cap and state that no switch is included with it.
It fits Scout Light WeaponLights and SureFire flashlights using a .75 in diameter switch, which covers the E1E-HA, E1B, E1L, E2D, E2DL, E2L and L4 legacy E-series bodies. SureFire are explicit that it is not compatible with the Micro Scout Light Pro, so check which body you own before ordering. Because there is no pushbutton, the cap is only useful once a tape switch is plugged into it.

What the UE-BK fits
