What does the PR add over the standard DT?

PR stands for the precision-oriented version: it carries a cheek riser so you can raise your eye line to match a scope or a raised optic mount. On a rifle with a taller optic that's the difference between a proper cheek weld and floating your head above the stock. The standard DT stock keeps the flatter comb and integrated QD sling mounts instead.

Do I need tools to set the cheek height?

No, the cheek riser is tool-less, so you can raise or lower it on the firing point and put it back for storage or transport. That's handy if you swap between an optic and iron sights, or if more than one person shoots the rifle. Set it so your eye lands naturally behind the optic when you shoulder the rifle.
